Set within the context of Myanmar's peace process and the wider reforms since 2012, Marie Lall's analysis of education policy and practice serves as a case study on how the reform programme has evolved. Drawing on over 15 years of field research carried out across Myanmar, the book offers a cohesive inquiry into government and non-government education sectors, the reform process, and how the transition has played out across schools, universities and wider society. It casts scrutiny on changes in basic education, the alternative monastic education, higher education and teacher education, and engages with issues of ethnic education and the debate on the role of language and the local curriculum as part of the peace process. In so doing, it gives voice to those most affected by the changing landscape of Myanmar's education and wider reform process: the students and parents of all ethnic backgrounds, teachers, teacher trainees and university staff that are rarely heard. Marie Lall argues that, despite a commitment to greater equality and equity expressed in the Ministry of Education's policy documents, Myanmar has missed a historic opportunity to make use of education reform to engage with deep-seated social injustices. Inequalities persist in the long-term outcomes for poorer sections of society and between the majority Bamars and ethnic nationality communities. With the world watching closely, Myanmar began a process of political, administrative and institutional transition from 30 January 2011. After convening the parliament, elected in November 2010, the former military regime transferred power to a new government headed by former Prime Minister (and retired general), U Thein Sein. With parliamentary processes restored in Myanmar's new capital of Naypyitaw, Thein Sein's government announced a wide-ranging reform agenda, and began releasing political prisoners and easing press censorship. Pivotal meetings between Thein Sein and Aung San Suu Kyi led to amendment of the Election Law and the National League for Democracy contesting by-elections in April 2012. The 2011 Myanmar/Burma update conference considered the openings offered by these political changes and media reforms and the potential opportunities for international assistance. Obstacles covered include impediments to the rule of law, the continuation of human rights abuses, the impunity of the Army, and the failure to end ethnic insurgency.

This historical note seeks to provide some markers for economists and policymakers interested in Myanmar’s woeful experience over seven decades when it fell from being one of the most prosperous and promising countries in East Asia at the end of World War II to one of the poorest now. The most encouraging period of economic progress after Burma’s independence in 1948 was the decade of quasi-democratic governance under the Thein Sein administration from 2011 to 2016 and the National League for Democracy (NLD) administration (led by Aung San Suu Kyi) from 2016 to 2021. On 1 February 2021, a military coup plunged the country back into another chaotic period of civil strife and economic suffering, with no end in sight. For people interested in Myanmar’s future, it is important to examine the foundations for the economic policy reforms that sparked Myanmar’s joyful economic rise beginning in 2011, assess these reforms as they were carried out during the two administrations, and consider how they may have contributed to the coup in 2021. This note begins by focusing on the period from 2003 to 2011 when a “Third Force” was active, mediating between the country’s military rulers and the democratic opposition growing out of the 1988 uprising that gained international support through the leadership of Aung San Suu Kyi and her party, the NLD. In this period, the roles of “Myanmar Egress” and the visit of Nobel-laureate economist Joseph Stiglitz are given special attention. The note goes on to describe somewhat superficially the economic reforms implemented by the Thein Sein administration that arguably contributed crucially to the reforms subsequently implemented during the NLD administration. These reforms, in the five years leading up to the 2021 coup, have been thoroughly described by Sean Turnell, economic advisor to Aung San Suu Kyi (as head of the NLD administration) in his monograph Best Laid Plans. The note finishes with a short set of thoughts about lessons to be drawn and questions to be explored.

This book is about the politics of Myanmar under the reformist president Thein Sein. After taking office in March 2011, Thein Sein initiated the bloodless Myanmar Spring. He was able to transform Myanmar into a more transparent and dynamic society, bring Aung San Suu Kyi and other opposition activists into the political process, initiate a peace process with the ethnic armed organizations, reintegrate Myanmar into the international community after five decades of isolation, and, most importantly, for the first time since the country regained independence in 1948, he was able to enact the peaceful transfer of power from one elected government to another. But Thein Sein also lost opportunities to deliver what the people anticipated, and he failed to bring his USDP party to victory in the 2015 election. This book is not about the successes of the Thein Sein administration. Rather, it examines the reasons behind the lost opportunities in the transition to democracy. It draws on the author’s experiences as a member of Thein Sein’s cabinet as well as on extensive interviews with other cabinet members and politicians involved in the crucial events that took place between 2010 and 2016. The book is a must-read for anyone interested in this critical period of change for Myanmar.
