To explore the policy implications of the Third International Mathematics and Science Study (TIMSS), the National Institute on Educational Governance, Finance, Policymaking, and Management of the Office of Educational Research and Improvement (OERI) in the U.S. Department of Education, and the Consortium for Policy Research in Education held a TIMSS Policy Forum in Washington, D.C. in October, 1997. This forum brought together a diverse group of TIMSS researchers, state and local policymakers, teachers, school administrators, mathematics and science specialists, business representatives, university educators, and federal officials. Participants discussed what TIMSS means for systemic education reform and identified several future directions for policy decisions and policy research. This policy brief synthesizes the presentations and discussions that occurred during the TIMSS Policy Forum and draws from the TIMSS reports of the National Center for Education Statistics (NCES) and from papers prepared by researchers involved in TIMSS. Here, veteran teacher Cheri Pierson Yecke details the chronological history of the middle school movement in the U. S. by tracing its evolution from academically-oriented junior high schools to the dissolution of academics in the middle schools of the late 1980s and beyond. In this book, evidence is presented to show how leaders of this movement designed to use the middle school as a vehicle to promote non-academic goals, contrary to the desires of parents and the community. Favored instructional practices-such as the elimination of ability grouping and the rise in cooperative learning and peer tutoring-have produced coerced egalitarianism, where education performance is equalized by bringing the achievement of gifted and high ability students down to the level of mediocrity. The War against Excellence examines the impact of: ·The reduction of academic expectations ·Widespread elimination of ability grouping Features include: ·Examples of how favored middle school instructional practices have been implemented in other countries, and ·An analysis on the implications of these changes for the future of our country The influence of these changes has seriously crippled our middle schools in their obligation to provide a solid academic foundation for all students. Yecke provides research-based information that will appeal to parents and educators who want to confront problems with specific instructional practices and improve public education.

The Third International Mathematics and Science Study (TIMSS) is a rich source of information that can be used by a broad range of stakeholders to promote discussions and actions to improve K-12 mathematics and science teaching and learning. To support educators, administrators, parents, and others interested in education in using TIMSS materials, the National Research Council (NRC) has prepared a report, Global Perspectives for Local Action: Using TIMSS to Improve U.S. Mathematics and Science Education (see "Resources"). This report will help educators, administrators, parents and others interested in education to understand what can be learned from TIMSS findings, and it will encourage them to use the information to make improvements in mathematics and science education. Provided in the report are insights into mathematics and science achievement, curriculum, instruction, and school support systems, such as professional development, in the United States and around the world. To make TIMSS information more accessible and useful to educators and the public, the NRC prepared this professional development guide to accompany its report. This guide provides directions and support materials for leading workshops and planning sessions for teachers, educational administrators, higher education faculty, and the interested public.
