This report examines the major trends in women's employment and unemployment over the past two decades in Organisation for Economic Co-operation and Development member countries. Employment and unemployment trends in the labor force by sex are first considered. The report next examines the growth of the female labor supply and the trends in the labor force participation of women with an analysis of the factors responsible for these developments. It then analyzes the growth of the demand for female labor sector by sector and the development of part-time work, short-term and casual employment, the impact of technological change, and male and female earnings differentials as they have characterized female employment trends. On the basis of these developments, which are reviewed on the two sides of the labor market, the report examines in a comparative way the movements over conjunctural cycles of male and female unemployment and the reasons for its development. The Netherlands performs well on many measures of gender equality, but the country faces a persistent equality challenge between women and men: the high share of women in part-time jobs. Nearly 60% of women in the Dutch labour market work part-time, roughly three times the OECD average for women, and over three times the rate for Dutch men. The Netherlands’ gender gap in hours worked contributes to the gender gap in earnings, the gender gap in pensions, women’s slower progression into management roles, and the unequal division of unpaid work at home. These gaps typically widen with parenthood, as mothers often reduce hours in the labour market to take on more unpaid care work at home.

Gender inequalities persist in all areas of social and economic life and across countries. Young women in OECD countries generally obtain more years of schooling than young men, but women are less likely than men to engage in paid work. Gaps widen with age, as motherhood typically has marked negative effects on gender pay gaps and career advancement. Women are also less likely to be entrepreneurs, and are underrepresented in private and public leadership positions. The 2013 and 2015 OECD Gender Recommendations provide guidance on how to advance gender equality in education, employment, entrepreneurship and public life; this book discusses recent developments in these areas in one overview chapter and 24 short chapters which each include key findings and policy recommendations. Topics include violence against women, gender budgeting, the unequal sharing of unpaid work, labour market outcomes and migration. The book presents a range of indicators illustrating gender gaps. It also discusses recent policy initiatives, such as pay transparency measures to reduce gender wage gaps and policy reform aimed at fathers taking parental leave.
