Traditionally, wetlands were considered separately from river basin systems. However, nowadays it is becoming common practice to follow an integrated approach in wetland-riverine watershed analysis and management. Such approach requires not only adequate representations of all relevant bio-physical parameters, but also of socio-political and economic indicators. Data scarcity, an endemic problem in developing countries, hampers this global process. In this study, both conventional methods and state-of-the-art techniques and data sources are explored. A modelling framework is developed which includes rainfall-runoff processes, river hydrodynamics and water allocation models, seeking a balance between sophistication and simplicity, in view of data availability conditions. The framework was used to evaluate a number of scenarios, including potential effects of climatic variations and of the major hydraulic works that are planned by the national water authority. Several management options were assessed through this tool. In addition, special indicators were developed to remedy the lack of sufficient quantitative information by using a qualitative approach based on expert elicitation and stakeholder involvement. A decision support framework was applied to achieve a final ranking of the various management solutions that are in compliance with the national policies, facilitating the further development of management guidelines for wetlands across the Ecuadorian lowlands. The book will be of interest to water managers, hydro-informaticians/water modellers, people working at river basin authorities and Ministries of the environment.

Around 6% of the Earth's land surface is covered by wetlands. Wetlands play a key role in hydrological and biogeochemical cycles, delivering multiple benefits to society: sources of water supply, flood regulation, water purification, agriculture, fisheries, and biodiversity. Hence, wetland systems are of immense socio-economic as well as ecological importance. In this research, the focus was on the Abras de Mantequilla (AdM) wetland in the tropical coastal region of Ecuador, a RAMSAR site and case study area for the EU-FP7 WETwin project. The research in this thesis involves a combination of field data collection, multivariate analysis techniques, as well as numerical modelling studies. The goal was to explore the effects of changes in hydrological forcing on the hydrodynamic and ecohydraulic responses of the wetland. The study aims to contribute to the understanding of how a tropical river-wetland system functions in terms of hydrodynamics, water quality, primary production, and biotic communities. Spatial patterns of biotic communities and environmental variables are obtained as well as spatio-temporal variability of hydrodynamics, water quality, primary productivity and fish habitat-suitability conditions. In data scarce areas and countries with financial constraints, the combination of field measurements with numerical models was extremely useful and relevant, confirming that these techniques complement each other in obtaining a better understanding of the dynamics of freshwater river–wetland systems. Studies like the present research can be used to enhance awareness about the environmental services of wetlands and stimulate cooperation between all stakeholders in order to achieve more sustainable wetland management.

One of the major problems facing practitioners and scientists working with water management is how to integrate knowledge and experiences from scientific, policy and stakeholder perspectives. In this book this science-policy-stakeholder interface (SPSI) is examined both analytically and through the description of practical experiences from river basins in Europe, India and South-East Asia. These include the Tungabhadra (India), Sesan (Vietnam/Cambodia), Tagus (Spain/Portugal) and Glomma (Norway), which particularly highlight issues associated with pollution, severely altered river flows and transboundary conflicts. Following two chapters which lay the framework for the book the authors describe how SPSI was managed in the case study basins and how stakeholder participation and scenarios were used to integrate different perspectives, and to facilitate the communication of different forms of knowledge. Four important aspects of water management and SPSI are then discussed; these are water pollution, land and water interaction, environmental flow and transboundary water regimes. Short descriptions of the case study rivers are provided together with analyses of how SPSI was managed in water management in these basins and policy recommendations for the basins. The book concludes by providing a series of recommendations for improving the science-policy-stakeholder interface in water management. It represents a major step forward in our understanding of how to implement integrated water resources management.

Water data and information are essential to support efforts to understand, manage, allocate, utilize and protect water resources. The linkages between Water Information Systems and needs of decision makers are complex, but can be encapsulated in a Driving Force (Policy Needs) – Monitoring – Data Management – Reporting framework. The rapid development in water policy reforms in many sectors and growing emphasis on demand-side policy solutions to water resources management has created an information imbalance. This imbalance can be characterised in terms of an inverted pyramid with implementation of many water policy initiatives supported by little data and information, especially related to economic and financial elements, to help guide decision makers toward more effective and efficient water resources management strategies. Additionally, as stress and demands on water systems increase and water becomes a more valued resource, this tends to increase the value of water information both for water providers and users. Nevertheless, many countries are reporting that the capacity to collect water information is being undermined by a lack of resources, while expertise to collect, analyse and interpret water data for decision makers is being lost. Finally, the impact of climate change on hydrological regimes represents a key potential stress on water systems. This issue could be the catalyst for adapting policies to provide more efficient and effective use and management of water resources and advance institutional and governance reforms in the water sector. Integrated Water Resources Management (IWRM) has in recent years captured the attention of policy makers and policy analysts. A lot has been written on this topic, most often disparately, about institutions for IWRM. However, there has been limited success in bridging disciplinaryboundaries (social versus physical sciences) with the result that conceptual inconsistencies persist with regard to our understanding of institutions for IWRM. This paper outlines key features of an analytical framework for the institutional analysis of IWRM in river basins. Thenovelties of the analytical approach include emphasis on transparent policy processes of state parastatals, modes of water-service provisioning and conditions for collective action in the management of common pool resources in river basins and its implications for sustainable rurallivelihoods. The paper then discusses certain methodological concerns with regard to the operationalizing of various elements of the analytical framework. In particular, the paper discusses issues related to defining the scope of analysis, scale of water use and management and collective action for the management of common pool resources in a river basin. The paper also discusses the process by which the comparative analysis of IWRM may be undertaken by highlighting the importance of problem specification, hypothesis generation and methods of data collection.

Decentralization and increased stakeholder involvement have been major elements of water sector reform as ways to promote sustainable and integrated resource management particularly of river basins. Based on an analytical framework for relating decentralization and stakeholder involvement to improved river basin management, this paper infers several hypotheses about factors associated with greater or lesser likelihood of success of the decentralization process using data from 83 river basins worldwide. The results suggest that physical, political, economic, financial, and institutional characteristics of the basin do affect the process and the level of performance of the decentralization. In particular, the presence of water scarcity may be a stimulus to reform, uniting the stakeholders in the basin and leading to better performance; organized user groups push for the initiation of decentralization reforms but may be associated with costs to the process and difficulty of achieving decentralization; the existence of dispute resolution mechanisms supports stakeholder involvement and improves decentralization performance; where stakeholders accepted greater financial responsibility, complying with tariffs and contributing to the budget for basin management, the decentralization process and performance measures increased; basins with higher percentages of their budgets from external governmental sources benefited from better stability and support and it shows in the performance of the decentralization process.
