The papers presented here are a timely and critical look at an evolving and expanding Chinese military and provide context for the changes we may yet see as the PLA continues to modernize. As the USPACOM Commander, I seek to better understand China in aspects that further our ability to find common areas of interest, reduce miscalculation, and contribute to regional stability. Greater insight into the PLA is essential to this effort. As the Chinese military matures, grows, and ventures farther from China's territory, the regional and global implications for the United States and USPACOM, as well as our allies and partners will be complex, yet critical to our understanding of China's evolving international role and influence. Therefore, accurate and timely assessments of the changes taking place within the PLA are essential to understanding how the Chinese are matching military power with their broader policy aims. The outstanding scholarship in this jointly-sponsored study by SSI, NBR, and USPACOM is an important contribution toward this end. The judgments in this volume provide unique and valuable insights on how the PLA is adapting its training to its perception of the security environment. This does not just include how it is resourcing, organizing, and training its forces, but also how the PLA thinks about warfare and the threats they currently face. Through participation in international military exercises, as well as peacekeeping operations (PKO) and humanitarian assistance and disaster relief (HADR) missions abroad, the PLA is gaining greater experience in carrying out a broader spectrum of missions. For example, the lessons learned from counter-piracy missions in the Gulf of Aden as well as internal, transregional deployment exercises are impacting the way China responds to issues ranging from domestic natural disasters to cooperative security efforts requiring the projection and sustainment of military power beyond China's borders. To better understand the PLA's ability to employ its developing capabilities in a variety of potential scenarios, this volume examines how the PLA learns by doing, specifically through its exercises and noncombat operations at home and overseas, and through key logistical and theoretical developments. Key findings are: 1) recent PLA exercises and operations point to an increasing interest in developing expeditionary naval capabilities and a presence in distant seas, suggesting that a move beyond the current "near seas" focus is both possible and an extension of existing efforts; 2) PLA ground force exercises -- rather than aiming to intimidate others by demonstrating the ability to project power beyond China's borders -- focus on moving military power within China, both to defend China's borders and perhaps as a prelude to military restructuring in which smaller but more mobile formations could replace larger and more static ones; 3) through its participation in international military exercises as well as peacekeeping operations and humanitarian aid and disaster relief missions, the PLA is gaining greater capabilities to deploy outside of China's borders for a variety of missions; and, 4) PLA operations are increasingly supported by a modern, civilian-integrated military logistics network, though a lack of overseas bases continues to limit the effectiveness of this network as it pertains to overseas power projection capabilities.

All militaries have a responsibility to plan for contingencies, and China's military, the People's Liberation Army (PLA), is no exception. PLA contingency planning takes place primarily within the General Staff Department's (GSD's) First Department, also known as the GSD Operations Department. China's seven military regions participate in drafting and reviewing the plans relevant to their areas of responsibility, albeit under heavy supervision from the GSD. U.S. joint doctrine defines a contingency as "a situation that likely would involve military forces in response to natural and manmade disasters, terrorists, subversives, military operations by foreign powers, or other situations." U.S. doctrine distinguishes between deliberate planning (advance preparation of campaign and contingency plans in non-crisis situations) and crisis action planning (rapid planning in response to a developing incident or situation). Deliberate planning is typically used to develop campaign and contingency plans for a broad range of activities based on requirements identified in strategic guidance for military commanders. Crisis action planning is conducted with less advance warning (hours, days, or up to 12 months) and focuses on developing alternative courses of action or refining existing campaign or contingency plans to adapt to current circumstances. Over the past fifteen years, the People's Liberation Army Navy's (PLAN's) missile fast-attack craft and amphibious fleets have been significantly modernized. While these two types of vessels have not increased in numbers, their capabilities have increased exponentially. This publication examines the People's Liberation Army's (PLA's) doctrine and training strategy in order to analyze present and predict future missions by these military vessels. China's deterrence posture is improved greatly by these ships and boats, which aid coastal water defense, and threaten Taiwanese attempts to gain independence. In addition, these two fleets improve China's long-range sealift capabilities, and help with the PLA's traditional, and new, nontraditional security practices. These fleets allow the PLAN to continue offshore operations, and begin "blue-water", or "far-seas" operations, helping the United States to predict the future nature of Chinese maritime missions. China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.
