Diplomarbeit aus dem Jahr 2009 im Fachbereich Führung und Personal - Sonstiges, Note: 1,2, Fachhochschule Kehl, Sprache: Deutsch, Abstract: Leistung differenziert zu würdigen ist beziehungsweise (nachfolgend bzw.) war im öffentlichen Dienst (nachfolgend ö. D.) schon länger ein brisantes Thema. Ein Blick in Richtung Privatwirtschaft zeigt, dass dort seit Jahren das existenzielle Ziel der Leistungsdifferenzierung erfolgreich praktiziert und honoriert wird. Es war also nur eine Frage der Zeit, bis die öffentliche Verwaltung mit der Leistungsorientierten Bezahlung (nachfolgend LoB) gleichzieht. Die Tarifpartner wollten Gerechtigkeit schaffen, „Topleister“ und schwächere Mitarbeiter getrennt betrachten und dadurch leistungsgerecht vergüten. Der Intension, durch Leistungsgerechte Bezahlung die öffentliche Dienstleistung zu verbessern und zeitgleich die Eigenverantwortung und Motivation der Mitarbeiter zu stärken, konnte so zumindest in der Theorie entsprochen werden. Im Oktober 2005 war dann Schluss, Leistungsentgelt war normiertes Tarifrecht. Die Tarifparteien stellten bildlich gesprochen die Weichen für eine LoB mit der Pflicht zur Einführung ab dem 1. Januar 2007. Die Konkretisierung der Fahrpläne wurde den Kommunen vor Ort übertragen, damit diese eine individuelle Ausgestaltung vornehmen können. Ziel meiner Diplomarbeit ist es, nicht einen allgemeinen Fahrplan im Bereich Leistungsentgelt zu entwickeln, der alle Eventualitäten berücksichtigt und jederzeit seine Anwendung findet. Vielmehr möchte ich das Thema Leistungsentgelt genauer durchleuchten und kritisch hinterfragen. Mit der Dokumentation der einzelnen Leistungsbemessungsinstrumente, aber auch deren Chancen und Risiken soll eine Art Starthilfe gewährleistet werden. Der gleichzeitige Hinweis auf mögliche Implementierungsfehler soll eine gerechte Leistungsbeurteilung und ein angenehmes Klima in den Kommunen zulassen. Die gewonnenen Erkenntnisse aus der Gegenüberstellung der theoretischen Ansätze und der empirischen Untersuchung sollen als Anreiz dienen, bereits eingeführte Methoden der Leistungsbeurteilung nochmals zu überdenken und gegebenenfalls zu verbessern.
