Monitoring and evaluation (M&E) of climate change adaptation (CCA) poses an assortment of thorny methodological challenges. Individually, none are unique to CCA, but together they represent a very distinctive conundrum facing practitioners and policy makers. Adding to this complexity further, climate change may be global in nature but its impacts, and how we respond to them through adaptation efforts, cut across scales, sectors, and levels of intervention. As investments in climate adaptation increase, organizations are seeking to measure, assess and understand an array of adaptation initiatives, and derive learnings to inform policy and praxis. This issue presents findings from many of the most important contemporary CCA program evaluation research initiatives. This book is open access under a Creative Commons license. This authoritative book presents the ever progressing state of the art in evaluating climate change strategies and action. It builds upon a selection of relevant and practical papers and presentations given at the 2nd International Conference on Evaluating Climate Change and Development held in Washington DC in 2014 and includes perspectives from independent evaluations of the major international organisations supporting climate action in developing countries, such as the Global Environment Facility. The first section of the book sets the stage and provides an overview of independent evaluations, carried out by multilateral development banks and development organisations. Important topics include how policies and organisations aim to achieve impact and how this is measured, whether climate change is mainstreamed into other development programs, and whether operations are meeting the urgency of climate change challenges. The following sections focus on evaluation of climate change projects and policies as they link to development, from the perspective of international organisations, NGO’s, multilateral and bilateral aid agencies, and academia. The authors share methodologies or approaches used to better understand problems and assess interventions, strategies and policies. The main objective of this report is to review the monitoring and evaluation (M&E) frameworks, tools and guidance documents that are available for climate-smart agriculture (CSA), and in particular for objective (“pillar”) two on adaptation and resilience. The report is a literature review and does not propose a new methodology. It is not an exhaustive list, but summarises the main M&E frameworks. This report represents the first step towards the development of operational guidelines for the design and implementation of national M&E frameworks for CSA, to be developed during the first quarter of 2019. The envisioned operational guidelines will address the core constraints and needs of Member States on both the design and implementation of an M&E system that can simultaneously address CSA and sector reporting requirements for the 2030 Agenda climate instruments. These guidelines will address the principal need expressed by Member States that M&E systems and indicators should be simple and not onerous. The intended users are practitioners designing CSA projects at country level and policy-makers coordinating national-sector monitoring and reporting efforts on climate change under the following three global agreements: the United Nations 2030 Agenda for Sustainable Development, the Sendai Framework for Disaster Risk Reduction, and the United Nations Framework Convention on Climate Change (UNFCCC) Paris Agreement of 2015.

This Open Access book deals with the pressing question of how to achieve transformational change that reconciles development with environmental sustainability. It particularly focuses on the role of evaluation in finding sustainable solutions. Environment and development are closely interlinked, as are human health and ecosystem health. The pandemic that began in 2020 demonstrated in no uncertain terms how destruction of habitats has allowed hitherto unknown pathogens spill over to humans wreaking havoc on people’s lives and livelihoods. We are already seeing the impacts of global climate change in terms of heatwaves, forest fires and increased storms. The Sustainable Development Goals (SDGs) explicitly recognize the equal importance of the social, economic and environmental dimensions of development. In these turbulent times, when humankind faces multiple complex challenges it is essential to know that our responses are effective and that they make a positive difference. Evaluation can provide invaluable lessons to how we design policies, strategies and programs and how we allocate limited resources between competing priorities. This book brings together key thinkers and practitioners from the public and private sectors, from major multilateral organizations and from bilateral donor agencies, to present the latest knowledge and experience on how to evaluate interventions in the nexus of environment and development. The book does not promote any particular approach or methodology, but rather emphasizes the need for mixed methods to address the question at hand in the best and most suitable manner. It covers cases from a variety of fields, from climate change mitigation and adaptation, energy efficiency and renewable energy, natural resources management, biodiversity conservation and more. This book is not a conference proceedings although it has its roots in the Third International Conference on Evaluating Environment and Development organized by the GEF Independent Evaluation Office in October 2019. The conference brought together a larger number of established and upcoming evaluators, researchers and evaluation users from the Global North and South, representing a wide variety of organizations, to discuss the frontiers of environment and development evaluation. The United States' tradition of conserving fish, wildlife, habitats, and cultural resources dates to the mid-19th century. States have long sought to manage fish and wildlife species within their borders, whereas many early federal conservation efforts focused on setting aside specific places as parks, sanctuaries, or reserves. With advances in landscape ecology over the past quarter-century, conservation planners, scientists, and practitioners began to stress the importance of conservation efforts at the scale of landscapes and seascapes. These larger areas were thought to harbor relatively large numbers of species that are likely to maintain population viability and sustain ecological processes and natural disturbance regimes - often considered critical factors in conserving biodiversity. By focusing conservation efforts at the level of whole ecosystems and landscape, practitioners can better attempt to conserve the vast majority of species in a particular ecosystem. Successfully addressing the large-scale, interlinked problems associated with landscape degradation will necessitate a planning process that bridges different scientific disciplines and across sectors, as well as an understanding of complexity, uncertainty, and the local context of conservation work. The landscape approach aims to develop shared conservation priorities across jurisdictions and across many resources to create a single, collaborative conservation effort that can meet stakeholder needs. Conservation of habitats, species, ecosystem services, and cultural resources in the face of multiple stressors requires governance structures that can bridge the geographic and jurisdictional boundaries of the complex socio-ecological systems in which landscape-level conservation occurs. The Landscape Conservation Cooperatives (LCC) Network was established to complement and add value to the many ongoing state, tribal, federal, and nongovernmental efforts to address the challenge of conserving species, habitats, ecosystem services, and cultural resources in the face of large-scale and long-term threats, including climate change. A Review of the Landscape Conservation Cooperatives evaluates the purpose, goals, and scientific merits of the LCC program within the context of similar programs, and whether the program has resulted in measurable improvements in the health of fish, wildlife, and their habitats.
