This book presents a comprehensive overview of extant literature on competence-based vocational and professional education since the introduction of the competence concept in the 1950s. To structure the fi eld, the book distinguishes between three approaches to defi ning competence, based on 1.functional behaviourism, 2. integrated occupationalism, and 3. situated professionalism. It also distinguishes between two ways of operationalizing competence: 1. behaviour-oriented generic, and 2. task-oriented specifi c competence. Lastly, it identifi es three kinds of competencies, related to: 1. specific activities, 2. known jobs, and 3. the unknown future. Competence for the unknown future must receive more attention, as our world is rapidly evolving and there are many ‘glocal’ challenges which call for innovation and a profound transformation of policies and practices. Th e book presents a range of diff erent approaches to competence-based education, and demonstrates that competencebased education is a worldwide innovation, which is institutionalized in various ways. It presents the major theories and policies, specifi c components of educational systems, such as recognition, accreditation, modelling and assessment, and developments in discipline-oriented and transversal competence domains. Published in 1999. Lifelong learning is the slogan with which the Labour Government has chosen to publicise and popularise its values and policies for post-16 education and training under the new administration. Dr. Hyland’s book subjects New Labour policy - particularly developments surrounding the University for Industry and the New Deal - to searching scrutiny and offers a number of recommendations designed to upgrade vocational education and training (VET). If we are to create a high status and high quality VET system comparable to those of our European competitors we will need, Dr. Hyland argues, to move towards a unified curriculum in the post-school sector bringing with it the abolition of the present three-track model of NVQs, GNVQs and GCSEs/A Levels. More significantly it is argued that all vocational learning - both work-based and college-based - needs to be underpinned by a common core of knowledge and understanding and crucially, be located within a values framework which gives due attention to social justice and community interests rather than simplistic and utilitarian economistic objectives and employability skills. Moreover, the aesthetic and moral dimensions of vocational studies are not optional extras but areas of vocational learning experience which are essential and foundational if vocational education and training is to be enhanced in order to satisfy current lifelong learning criteria. Dr. Hyland’s challenging account provides one of the first comprehensive philosophical and policy critiques of New Labour VET developments and will be of interest to those committed to high quality vocational studies on all sides of education and industry as well as to lecturers, tutors, trainers and students working in post-compulsory education and training.

Denmark has a uniform, nationwide vocational education and training (VET) system that provides qualifications that are valid throughout the country and recognized by employers and trade unions. Initial VET (IVET) includes the following components: VET, including commercial and technical training; basic social and health care training; agricultural training; and maritime training. All IVET programs teach the vocational skills necessary for a trade or profession and give access to higher education. Periods of school IVET alternate with periods of in-company training based on apprenticeship contracts. Continuing VET is provided primarily through Denmark's labor market training system (arbejdmarkedsuddannelserne [AMU]), which is designed to give, maintain, and improve participants' vocational skills in accordance with enterprises' needs and background. AMU courses take place exclusively at vocational schools and 24 independent AMU centers. Tertiary VET, consisting of short, vocationally oriented programs, and open education programs are also offered at vocational schools. IVET and tertiary VET are under the auspices of the Ministry of Education, whereas AMU is under authority of Denmark's Ministry of Labour. Active participation by social partners is a central element of Denmark's VET system. The EUROTECNET program was implemented to develop and improve vocational training policies and systems to meet the challenges of change in the economic and social situation through the development of innovative responses and actions. Each Member State of the European Community was asked to identify one issue of strategic and critical importance to the vocational training system that would benefit from a focused examination and debate at a national and European level. As a result, a series of conferences was launched in all 12 Member States. Each dealt with a different theme of critical importance for vocational training systems that was likely to benefit from innovative solutions. The discussions focused on the following topics: the learning organization and reinforcement of quality assurance; role of small and medium-sized enterprises (SMEs); identification of individual competencies; a continuum of lifelong learning; involvement of social partners in the strategy for vocational education; and radical change in companies' in-house training. The following conclusions were reached: training was a part of a comprehensive approach to change; the greatest challenge was unemployment; change was posing new challenges for companies; innovation was needed; a new focus on the individual was crucial; employees should have core competencies; SMEs must invest in training; and the concept of partnership between industry and the vocational education and training systems must be applied more broadly. The biggest challenge was the acquisition of the new competencies for general workers. (YLB)
