We are living under the administration of fear: fear has become an environment, an everyday landscape. There was a time when wars, famines, and epidemics were localized and limited by a certain timeframe. Today, it is the world itself that is limited, saturated, and manipulated, the world itself that seizes us and confines us with a stressful claustrophobia. Stock-market crises, undifferentiated terrorism, lightning pandemics, “professional” suicides.... Fear has become the world we live in. The administration of fear also means that states are tempted to create policies for the orchestration and management of fear. Globalization has progressively eaten away at the traditional prerogatives of states (most notably of the welfare state), and states have to convince citizens that they can ensure their physical safety. In this new and lengthy interview, Paul Virilio shows us how the “propaganda of progress,” the illuminism of new technologies, provide unexpected vectors for fear in the way that they manufacture frenzy and stupor. For Virilio, the economic catastrophe of 2007 was not the death knell of capitalism, as some have claimed, but just further evidence that capitalism has accelerated into turbo-capitalism, and is accelerating still. With every natural disaster, health scare, and malicious rumor now comes the inevitable “information bomb”—live feeds take over real space, and technology connects life to the immediacy of terror, the ultimate expression of speed. With the nuclear dissuasion of the Cold War behind us, we are faced with a new form of civil dissuasion: a state of fear that allows for the suspension of controversial social situations.

This book aims to reinvigorate realist international relations theory by developing a catalogue of micro-mechanisms able to explain security policy decision-making. Typically, realism discounts the role of individuals and uses states as the unit of analysis. By examining instead the mental operations of those who act on behalf of the state, a better understanding of security policy formation is attainable. The book demonstrates how realism can be translated from a systemic "grand theory" into a catalogue of psychologically plausible mechanisms applicable to individual decision-makers. This catalogue, here called "Mechanistic Realism", may be employed to investigate the cognitive precursors to security policy. The explanatory power of Mechanistic Realism is demonstrated through a meticulous analysis of what transpired inside the George W. Bush administration, as its members forged a response to the 2001 terrorist attacks. Through the exploration of individual-level data, Mechanistic Realism provides a more comprehensive analysis of the US response. The book concludes that international relations (IR) scholars would benefit analytically by assembling the most pertinent mechanisms into an explanatory toolbox rather than developing and applying grand theories. It was believed that September 11th would make certain kinds of films obsolete, such as action thrillers crackling with explosions or high-casualty blockbusters where the hero escapes unscathed. While the production of these films did ebb, the full impact of the attacks on Hollywood's creative output is still taking shape. Did 9/11 force filmmakers and screenwriters to find new methods of storytelling? What kinds of movies have been made in response to 9/11, and are they factual? Is it even possible to practice poetic license with such a devastating, broadly felt tragedy? Stephen Prince is the first scholar to trace the effect of 9/11 on the making of American film. From documentaries like Fahrenheit 9/11 (2004) to zombie flicks, and from fictional narratives such as The Kingdom (2007) to Mike Nichols's Charlie Wilson's War (2007), Prince evaluates the extent to which filmmakers have exploited, explained, understood, or interpreted the attacks and the Iraq War that followed, including incidents at Abu Ghraib. He begins with pre-9/11 depictions of terrorism, such as Alfred Hitchcock's Sabotage (1936), and follows with studio and independent films that directly respond to 9/11. Focusing on South Asian elites, Askari soldiers and police, and a minority of European settlers, the book illustrates how three continents converged to produce the colonial city in East Africa. Dividing Dar shows how negotiations, ranging from contestation to anti-colonial resistance, derailed German colonial plans to transform African "cosmopolitanism" into neatly divided races and city spaces. Dividing Dar offers a novel approach to colonial urban history.
