Excerpt from The Housing Handbook The following pages have been written in the hope that they may to some extent meet the requirements of that increasing body of earnest men and women who want to know what they can do to promote the better housing of the working classes. The experience of the past twelve years, spent in promoting or assisting in the promotion of a number of housing schemes in various parts of the country, has convinced the writer of the need for some such convenient collection of facts and figures dealing with the practical side of the housing question as that which it has been attempted to embody in this book. It has not been an easy matter to get reliable particulars in every case, but in the main the substantial facts and figures have either been abstracted from official returns or supplied by the kindness of the officers of the various bodies concerned. It is impossible that there should be no inaccuracies, but it is believed they will not be found of such a nature or extent as to modify in any material degree the various conclusions arrived at. Corrections from any source whatever will be gratefully welcomed, and an endeavour will also be made from time to time to keep the various returns and statements up-to-date, so far as they have any bearing on the actual practical work of housing. In nearly every case the writer has had the advantage of personally inspecting the various dwellings described, and in many instances, especially in connection with recent work under Part III, has been consulted by the various authorities in the preparation of the schemes. The King and the Housing of the Working Classes. Most of the work described has been done under the Public Health and Housing Acts, which, to a great extent, took their present form as an outcome of the Royal Commission, appointed on March 4th, 1884, to enquire into the Housing of the Working Classes in the United Kingdom. His Majesty King Edward VII (then Prince of Wales) was a sympathetic and keenly interested member of this Commission, the meetings of which he regularly and constantly attended. Since that time his earnestness in the cause of housing reform has been repeatedly manifested, and much as he has laboured to alleviate the sufferings of the victims of broken health and disease by encouraging the provision and support of hospital accommodation everywhere, he has been equally anxious to assist measures for the prevention of such sickness and disease by giving his royal countenance to the efforts of the various municipalities in the direction of providing more and better dwellings for the masses of the people. Excerpt from Our Village Homes: Present Conditions Suggested Remedies The problem of Rural Housing is one to which it is necessary that we should give immediate attention. While governments are legislating for the clamorous urban voter, the less articulate countryman has hitherto been neglected. Now when the question is recognised as national, it is very necessary to approach it with knowledge and to avoid the common error that the Housing Problem is merely a question of wages. Early in the Nineteenth Century the agricultural labourer lost most of his valuable common rights, and with them went all hope of an independent existence. In all the years that have passed since then, he has had little incentive to remain on the land. None of the palliatives that have from time to time lightened his load, have prevented his emigration to the town or the colonies. To-day his urgent need is a secure home where he can live and rear his children in decency. This is just what, under present conditions, he cannot have. The cry from our villages is always the same insufficient cottages and bad accommodation. The present Housing Acts are a step in the right direction. They would indeed be not inadequate had they a real driving power behind them. Housing Commissioners furnished with a grant from the Treasury to assist and encourage Local Authorities would provide such a power. Excerpt from The Housing Famine, How to End It: A Triangular Debate Between John J. Murphy, Edith Elmer Wood, Frederick L. Ackerman Born in Dublin, Ireland, in 1865. Having completed, with much success, his high-school course, he entered the University, but family needs compelled him to abandon his studies. He came to New York in 1882 and experienced many of the hardships of the friendless immigrant. Here he came in contact with the housing problem, in the acute form in which it presents itself to the actual tenement dweller, for in those days regulation was unknown. For several years he worked at engraving and printing for the support of his family, wrote articles for papers and magazines and participated in several economic reform movements, among others, the Henry George campaigns. He became interested in the Good Government movement, and in 1901 was appointed Assistant Secretary of the Citizens Union. In 1903 he was elected Secretary of the City Committee of the Citizens Union, a position which he held until 1909. During these years he was active in the Municipal Art Society, the Reform Club and the National Society of Craftsmen, of which latter body he was Secretary for two years.
