Abstract: Abstract of thesis entitled Between Trade Unionism and Professionalism: the Collective Organisation of School Teachers and Social Workers in Hong Kong submitted by CHAN, Andy Wing-chiu for the degree of Doctor of Philosophy at the University of Hong Kong in May, 2000. Much of the literature suggest that professionals take trade unionism and professionalism as two alternative strategies in pursuing their occupational rights and professional autonomy. Some scholars argue that the two strategies are incompatible, since collective bargaining and industrial actions, the key methods of trade unionism, are deemed as 'unprofessional' behaviour, which should undermine any claims to 'professional' values. Others argue that with the increasing proletarianisation of work, professionals must inevitably employ the method of trade unionism to safeguard their interest, and that this can be complementary to traditional professionalism. This study explores this debate with two quasi-professions, school teachers and social workers. These examples were chosen because in a sensitive position of seeking to uplift their professional status in the longer-term interest whilst at the same time pursuing short- term material gains from employment. The research involves a survey of individual professionals' actual behaviour in and attitudes towards trade unionism and professionalism along with collective organisations in the two occupations. The factors affecting the development of collective representation in these two occupations are also investigated. Teachers are found to have a higher unionisation rate than social workers whilst social workers have a high propensity to join professional associations. The past performance of a strong teacher union and its extensive union services are important factors leading to unionise. In addition, in the work situation, teachers perceived a poor industrial relations 1climate and insufficient communication with management, whilst social workers' employing organisations appear to have a better working climate, with some organisations establishing formal joint consultative committees (JCCs). Teachers have a higher tendency to participate in certain union activities than do social workers. However, for both occupations, individuals' participation in more demanding union activities, such as becoming office bearers and taking part in industrial action, is limited. On the other hand, social workers have a higher propensity than teachers to join professional associations and to participate in direct professionalism-related activities. However, for both occupations, individuals are found inactive in more demanding form of participation in both union and professional activities. Compared with other occupational groups, both teachers and social workers are better-off in terms of job security and pay level, so that it is unlikely they will easily be involved in militant industrial action in the coming future. As with white-collar workers generally, neither group identifies with the general labour movement, maintaining what many might see as a high 'false class consciousness'. Results show that the methods of unionism and professionalism are in fact combined in many of the collective organisations of the teaching profession, and most teachers appear t

Tells the story of the nation’s largest higher education union from its earliest years to its role today as a powerful organization promoting the interests of faculty, staff, and the entire SUNY community. Public education, from pre-K through higher education, and labor unions, particularly those representing public sector workers, are today under attack from those who question the very need to have such basic institutions. United University Professions is a history of United University Professions (UUP), which grew from humble beginnings to become the nation’s largest higher education union, representing some 35,000 academic and professional staff within the State University of New York (SUNY) system. Nuala McGann Drescher, William E. Scheuerman, and Ivan D. Steen chronicle how UUP built upon its early accomplishments at the bargaining table and in the political arena to become a national leader in the struggle to preserve academic freedom and the institution of tenure, the bedrock of academic freedom. More broadly, they argue, UUP in microcosm confirms the importance of unionization not only for the members it represents, but to core American values and American democracy itself. “This is a major contribution to our understanding of unions.” — Stan Luger, author of Corporate Power, American Democracy, and the Automobile Industry “This book should interest, and be required reading for, anyone concerned about public higher education in the United States.” — Brian Waddell, coauthor of What American Government Does

First published in 1981, this book examines the concept of professionalism in the context of the development of organized teachers. The argument is presented that the concept of professionalism is a complex one and its different meanings must be located within a historical context. Thus, its use as an ideological weapon aimed at controlling teachers must be appreciated, whilst, at the same time, it should be understood as a weapon of self defence for teachers in their struggle against dilution.
