The following presents three essays on racial disparities in human capital investments and returns to skill over the life-cycle. The first chapter, “The Source of Black-White Inequality in Early Language Acquisition: Evidence from Early Head Start, ” addresses the source and timing of divergence in the accumulation of early childhood skills between black and white children. The second chapter, “The Effects of the Jeanes and Rosenwald Funds on Black Education by 1930: Comparing Returns on Investments in Teachers and Schools,” estimates the combined and comparative effects of two large philanthropies targeting rural black schools in the segregated South. The third chapter, “Blurring the Color Line: Wages and Employment for Black Males of Different Skin Tones,” co-authored with Marcos Rangel, tests for wage differentials within race, across skin color, utilizing a measure of skin tone placed in a prominent social survey. Taken together, these essays evaluate the role race plays in inequality above and beyond what can be explained away by racial disparities in wealth, family circumstances, prior education and other comparable measures. The present dissertation consists of three essays related to economic development and human capital investment. The first essay investigates the choice between public and private schools in Brazil. I use cross-sectional survey data to show that families with higher income and schooling are less likely to enroll their children in public school. But if their race is black or brown, they are more likely to choose public schools, even when controlling for income, education and location. I do not find any evidence that this result comes from scarcity of private schools, race preferences, or residential segregation. But it is likely caused by the lower returns to education that black and brown individuals have. This essay shows that not only income and education matter for school choice in Brazil, but also race. The second essay explores the theory behind parental educational investments in the presence of heterogeneous returns. I build on the overlapping generations literature to study the investment that parents make on the education of their children, in a setting with private and public schools and different returns by group. This assumption is motivated by the findings in the first essay, and it results in different school choices based on income and returns. This difference in the educational investment leads to school segregation in equilibrium and may result in poverty traps. The third essay uses a quantitative approach to study the effects of implementing a voucher program in Brazil. I use simulated method of moments to estimate some parameters in a parental choice model, while calibrating others to the Brazilian economy. The estimation is used to evaluate how implementing private education vouchers compares with the non-voucher case. I find that vouchers increase the average human capital of the economy and reduce inequality measured by the Gini coefficient and coefficient of variation. In some cases it improves the welfare of the first generation affected by the voucher, while in others it will impose a welfare cost. For future generations there are large welfare gains of continuing this policy.

This thesis consists of three essays which focus on accounting for the sources of economic inequality in various contexts. The first two essays focus on disparity of agricultural labour productivity across the developing countries, while the third analyzes racial earnings inequality. The main goal of these essays is to shed light on some of the mechanisms which have generated these types of inequality, in order to better design policies for ameliorating them. The first essay is empirical, while the second and third essays construct general equilibrium models so as to quantitatively assess the importance of proposed sources of inequality. The first essay finds that a large proportion of the variation of the level and growth of agricultural labour productivity across a sample of developing countries can be explained by variation in input use across countries. I demonstrate that our understanding of disparity of labour productivity in developing country agriculture can be significantly improved by accounting for variation in the adoption of high-yielding seed varieties and for correlation between input use and technological change across countries. The second essay analyzes the factors which have contributed to agricultural stagnation in Sub-Saharan Africa, despite productivity improvements in agriculture in other developing regions. I construct a quantitative model which can match average Sub-Saharan African trends of agricultural labour productivity, crop yields and input use from 1965 to 2000. The model points to key factors which have constrained agricultural productivity growth over this period, and to the need for diverse yet concerted policies to arrest this stagnation. The third essay presents a quantitative model which sheds light on racial earnings inequality in the U.S., South Africa and Brazil. This model indicates that a large proportion of the racial wage gap in these three countries can be attributed to differential human capital accumulation by race. Most notably, distortions created by the explicit, racially-biased education system which existed in South Africa during Apartheid can explain roughly three quarters of the racial wage gap in South Africa in the early 1990's.

Racial inequality and wealth are inextricably linked. Wealth gaps are an important dimension of racial inequality. In addition, wealth itself plays a causal role in other dimensions of inequality, including unequal labor market and education outcomes. In the first essay, I estimate the effect of access to extended family wealth on college enrollment and I find a positive relationship. This is important for higher education policies that aim to reduce inequality but fail to account for race and wealth. In the second essay, I estimate the effect of Medicaid on individual assets. Whereas economic theory in the literature predicts a negative effect, I develop a framework that shows how public insurance can increase savings and I present empirical evidence against a negative effect. Finally, the third essay develops an analytical framework called Latinx stratification economics by reviewing the main economic theories applied to Latinxs and demonstrating how stratification economics and Latinx studies may be used to critique the dominant theories.
